Updated SATRA RSLs now available

The September 2025 issues of SATRA’s RSLs and the California Proposition 65 high risk substances summary are now available
The September 2025 issues of SATRA’s Restricted Substances Lists (RSLs) are now available to download from the SATRA website. SATRA has published three RSLs which contain information about restricted substances applicable to materials typically used in footwear, furniture and consumer products.
These documents concisely explain the legislation relevant to each individual substance, list the maximum permitted concentration of each substance, and include references to the national, international and SATRA test methods that can be utilised to assess conformity with the legislation. The RSLs primarily cover regulations which apply in the UK and EU. However, a separate additional document is available summarising high-risk substances included within California Proposition 65.
Regular updates
SATRA revises these RSLs every six months to include any changes to restricted substances legislation that are relevant to the footwear, furniture and consumer products sectors – such as amendments to REACH (Regulation (EC) No 1907/2006) Annex XVII, UK REACH and the POPs Regulation (EU) 2019/1021.
A key change from the previous version is the inclusion of 1-ethylpyrrolidin-2-one (NEP), which has been added to REACH Annex XVII as entry 81. This chemical has reported uses in leather treatment products, cleaning agents and polishes, and will be prohibited to a maximum concentration of 0.3 per cent in substances and mixtures from 23rd December 2026. There are also additional entries to substances restricted under the POPs Regulation, with the inclusion of methoxychlor and UV-328 within Annex I.

Another notable amendment is the publication of an updated test method for PFAS (EN 17681-1:2025), which replaces the previous EN 17681-1:2022 standard. This method incorporates alkaline hydrolysis during the extraction, which facilitates the breakdown of side-chain fluorinated polymers that had previously been difficult to detect. We recommend that companies transition to testing against the updated method to ensure compliance with legal requirements.
